Four-fifths of this panorama is taken up by a heavy layer of cloud. Ten sailing ships can be seen on the choppy lake, one of which is sailing prominently in the foreground. To the right, fishermen are pulling in a net. Undoubtedly this landscape is a figment of the artist's imagination. The earliest maritimes by Jan van Goyen date from 1638. The Rotterdam painting, from 1639, is thus one of the first works in this field. The theme would, however, quickly develop with Van Goyen into a very rich variation of combinations of water and sky, often enriched with thunder and lightning in the sky.
