The owl is a nocturnal creature and has diffculty seeing in daylight.
This is why bird hunters often used small owls as lures. They were
put on a stool on the ground, tied to a long cord, so that they could
futter back and forth (often between two stools). Small birds would
fy down to mob the owl, a predator from which they had nothing to
fear during the day.
